Following is a survival rule, not a lack of thought. A sheep alone is a target, so the safest move is to stay in the middle of the group - and if every animal applies that rule, the flock moves as one with nothing actually steering it.
They are also better at recognition than the reputation allows. Sheep can learn and remember around 50 individual faces, sheep and human, for years.
