Goats are not indiscriminate, despite the reputation. They are browsers rather than grazers, built to sample constantly and work out what is worth eating, and the upper lip does most of the investigating - which is why everything ends up in the mouth first.
They are also better at problem-solving than they get credit for. Goats can learn to open a latched gate and still remember how to do it years later, which is the real reason the fence is a temporary arrangement.
