Lorikeets have a brush-tipped tongue for nectar rather than a seed-cracking bill, so they feed on flowers and fruit and make a mess doing it - the pulp goes everywhere and very little of it is actually eaten.
The noise is flock coordination. They move in loud groups and roost communally in the hundreds, so the volume on your balcony is a small sample of something much larger happening at dusk.
