A groundhog can eat over a pound of vegetation in a day, and it is building fat for a genuine hibernation rather than a long nap - body temperature falling to a few degrees above freezing, heart rate down to a handful of beats a minute.
The burrow is the reason fencing usually fails. A groundhog tunnel can run ten metres with multiple entrances, so a fence has to go well below ground or it simply becomes a thing to dig under.
