The slowness is a metabolism rather than a mood. A tortoise runs on very little energy, which is also why some species pass a hundred years - the same low-throughput biology that makes them unhurried makes them durable.
The shell is not a house it can step out of. It is fused to the spine and ribs and grown as part of the skeleton, with nerve endings running through it, so a tortoise feels a hand placed on its back.
