What is a budgie thinking?

Budgies do not have vocal cords. The sound comes from the syrinx, a valve where the windpipe splits, and they shape it with the tongue - which is why a bird the size of a teaspoon can produce a recognisable human word at all.

The repetition is the point rather than a failure. Budgies are flock birds, and in a flock the shared call is what marks who belongs. Your bird has decided that word is the flock call. You are in the flock. It will keep checking.
